Turkey is mid-transition from a multi-year heterodox monetary experiment back to orthodox policy under Finance Minister Mehmet Şimşek and TCMB Governor Fatih Karahan. Inflation eased from above 70% to 31.07% by November 2025, the policy rate fell to 38%, and the lira's controlled depreciation continued at roughly 18% against the dollar over 2025. The property market posted record domestic volumes (1.76m units sold, +13.58% YoY per TURKSTAT) but foreign-buyer share collapsed from 4.4% at the 2022 peak to 1.3% in 2025. The medium-term thesis hinges on whether the orthodox pivot holds, in which case both yields and FX-converted returns should improve.

Foreign Ownership Restrictions (Reciprocity, Caps, and Security Zones)

Turkey opened property ownership broadly to foreigners in 2012 when the reciprocity requirement was abolished. Today, citizens of approximately 183-184 countries can purchase property in Turkey, subject to quantitative caps and geographic restrictions. Citizens of a small number of countries -- notably Syria, Armenia, and North Korea -- remain restricted. Foreign individuals can own up to 30 hectares nationwide, and foreign ownership cannot exceed 10% of total private land area in any single district. Properties in military forbidden zones are automatically blocked at the Land Registry, with clearance checks taking 4-6 weeks.
