Cyprus has emerged as one of the EU's strongest-performing small economies. Following recovery from the 2013 banking crisis, the country has reinvented itself as a Mediterranean ICT, financial services, and lifestyle hub. The economy grew 3.5% in 2025 (Q1-Q3), outpacing the eurozone average by more than 2x. Tourism set fresh records in 2025 with arrivals 14% above pre-pandemic peaks. Property prices have grown steadily since 2017, with Limassol and Paphos leading. Risks centre on sanctions exposure (Russian-linked financial flows), localised oversupply in Limassol high-rises, and global rate sensitivity given the open economy.

Foreign Ownership Rights

EU citizens may acquire property in Cyprus on the same basis as Cypriot nationals -- no restrictions on quantity, type, or size. Non-EU citizens must obtain Council of Ministers approval and are subject to holding limits. Approval is routinely granted to bona fide applicants with clean records, but the process adds 2-6 months. There are NO restrictions on foreign ownership in the partially occupied northern part of the island under Republic of Cyprus law -- BUT properties marketed as 'TRNC' titles in the north should be avoided entirely.

  • EU citizens: no restrictions, equal rights to Cypriot nationals
  • Non-EU citizens: Council of Ministers approval required (routine but time-consuming)
  • Non-EU citizens limited to: one house/apartment OR land up to 4,014 sqm for a single residence OR two residential units in the same development OR one residence plus one shop up to 100 sqm
  • No minimum investment threshold for purchase (but EUR 300K minimum for PR by Investment programme qualification)
  • Agricultural land restrictions apply more strictly to non-EU buyers
  • Property ownership alone does not grant residency -- separate PR by Investment or other visa pathway required
  • AVOID Northern Cyprus (TRNC) -- titles not internationally recognised, ECHR rules Greek Cypriots remain lawful owners of pre-1974 land
