Maafushi rewrote the rules of Maldivian tourism. Before 2009, visiting the Maldives meant booking a resort island — there was no legal framework for tourists to stay on local inhabited islands. When the guesthouse regulations changed, Maafushi moved first and fastest. Today, its sandy streets are lined with three-story guesthouses advertising dive packages and sandbank excursions, and the bikini beach buzzes with travelers from every continent. It is simultaneously a traditional Maldivian island with a mosque at its center and a full-blown tourism economy. For investors, Maafushi offers the highest rental yields in the Maldives. The guesthouse model delivers occupancy rates of 70-85% through direct bookings and online travel agencies. The capital requirement is a fraction of resort development, and the operational model is proven. The catch: Maldivian law requires local ownership structures, so foreign investors typically operate through partnerships or financing arrangements. Despite this, the returns have attracted significant international interest and the model is now being replicated across dozens of other local islands.
