Foreign Ownership Rights (Three-Tier Reciprocity System)

Slovenia operates a three-tier foreign-buyer access regime based on the reciprocity principle in Article 68 of the Slovenian Constitution. EU, EEA, EFTA, and OECD citizens and legal entities can acquire real estate on the same terms as Slovenian nationals -- no permits or approvals required. EU candidate countries and certain neighbours (e.g., North Macedonia, Serbia, Montenegro, Albania, Bosnia & Herzegovina, Ukraine, Moldova, Georgia) require a positive reciprocity decision from the Ministry of Justice. Citizens of countries without reciprocity (e.g., Russia, China) cannot buy in personal name and must purchase through a Slovenian d.o.o. company.

  • Tier 1 -- Unrestricted: EU, EEA, EFTA, OECD citizens (includes US, UK, Switzerland, Norway, Japan, South Korea, Canada, Australia, New Zealand) buy on the same terms as Slovenian nationals
  • Tier 2 -- Reciprocity decision required: EU candidates and neighbours (North Macedonia, Serbia, Montenegro, Albania, Bosnia & Herzegovina, Ukraine, Moldova, Georgia) -- approval from Ministry of Justice (Ministrstvo za pravosodje) takes 1-3 months
  • Tier 3 -- Company purchase only: Citizens of countries without reciprocity (e.g., Russia, China) must establish and purchase via a Slovenian d.o.o.
  • Agricultural and forest land has additional pre-emption rules favouring neighbouring owners, tenants, and municipalities -- consult specialist counsel
  • Maritime and coastal-zone restrictions apply to some shoreline property near Piran, Portoroz, and Koper
  • Property ownership does NOT grant residency rights -- no Golden Visa exists
