Lithuania is broadly open to foreign property ownership, but with important asymmetries for non-EU buyers and geopolitical-context restrictions. EU/EEA citizens have unrestricted access to residential property since EU accession in 2004. Non-EU citizens can freely purchase residential apartments and houses, but cannot directly own agricultural land -- they must establish a Lithuanian UAB company to do so. Additional restrictions apply near military training grounds, airports, and strategic infrastructure for citizens of non-NATO/non-EU states. Russian Federation citizens are blocked under post-2022 national security measures. Lithuania borders Russia's Kaliningrad exclave and Belarus -- this is NATO's eastern frontline, and AML/source-of-funds scrutiny on incoming capital is intensive.
