Poland is the EU's sixth-largest economy and one of its fastest-growing, with the IMF projecting GDP growth of 3.2% in 2025 and 3.4% in 2026, supported by NextGenEU/RRF inflows, robust consumption, and a strong export sector. CPI inflation has returned to within the NBP's 2.5% target band (2.9% as of September 2025). The NBP cut its policy rate by 175 bps to 4.0% over 2025 and remains on a dovish trajectory. Key risks are a fiscal deficit near 7% of GDP, public debt approaching 60% of GDP, and geopolitical exposure via the Ukraine and Belarus borders.

Foreign Ownership Rules -- EU vs Non-EU Asymmetry

Restrictif

Poland's ownership rules are asymmetric between EU/EEA/Swiss citizens and other foreigners. EU/EEA/Swiss citizens have full unrestricted rights to all property types since EU accession (2004). Non-EU citizens can purchase apartments (separate dwelling units in multi-unit buildings) freely, but require a Ministry of Interior and Administration permit to acquire houses with land, plots, agricultural land, or forest land. The permit framework dates from the Foreigners' Acquisition of Real Estate Act of 1920 and remains actively enforced.

  • EU/EEA/Swiss citizens: no permit required for any property type, including agricultural and forest land
  • Non-EU citizens buying apartments (separate dwelling units): no permit required -- this is the most common case for foreign investors
  • Non-EU citizens buying houses with land, plots, agricultural or forest land: Ministry of Interior permit required
  • Permit processing typically 2-4 months; fee approximately PLN 1,570
  • Permit applicant must demonstrate ties to Poland (residence, marriage to Polish citizen, business activity, Polish ancestry, study)
  • Property ownership does NOT grant residency rights -- Poland has no Golden Visa or residency-by-investment programme
  • Exemptions exist for inheritance, certain marital property transfers, and some long-term residents
