Italy's economy is in a modest growth phase — IMF Article IV (July 2025) forecasts +0.8% GDP for 2026, picking up from +0.5% in 2025 on the back of NRRP (National Recovery and Resilience Plan) spending and positive trade spillovers from Germany. The housing market is more dynamic than the macro picture suggests: ISTAT House Price Index Q4 2025 rose +4.1% YoY (existing dwellings +5.2%, new dwellings -1.2%), with a +1.6% carry-over effect projected for 2026. Foreign buyer activity remains strong — over 70% of property enquiries in 2024 came from outside Italy, led by the US, UK, Germany, and France. The €300,000 Lump-Sum Tax (raised from €200K effective 2026-01-01) continues to attract high-net-worth relocators, while the still-active Investor Visa differentiates Italy from Spain and Portugal in the EU residency-by-investment landscape.

Italy places no restrictions on foreign property ownership. EU citizens, EEA citizens, and third-country nationals (US, UK, Canada, Switzerland, etc.) can all purchase property freely, including agricultural land, commercial property, and residential real estate. No government approval or permits are required for residential purchase. Foreign buyers represented 70%+ of property enquiries in 2024 (Gate-away annual report), with the United States, United Kingdom, Germany, and France leading. Property ownership does NOT grant residency rights — Italy's Investor Visa and other residency pathways require separate qualification.
