Foreign Ownership Rights -- EU vs Non-EU Permit Requirement
RestrictivoForeign ownership rules differ sharply between EU/EEA citizens and non-EU buyers. EU/EEA citizens have had full residential property purchase rights since 2014 -- the same as Hungarian nationals. Non-EU buyers require a permit from the county Government Office (Kormanyhivatal), granted in approximately 95% of residential cases within 60-90 days. All foreign nationals (with narrow exceptions) are restricted from purchasing Hungarian agricultural land and forestry. Properties in sensitive border or strategic zones may face additional review.
- EU/EEA citizens: unrestricted residential purchase since 2014, same rights as Hungarian nationals
- Non-EU buyers: require Government Office (Kormanyhivatal) permit; ~95% approval rate for residential; 60-90 day processing; ~HUF 50,000 (~EUR 130) fee
- Agricultural land and forestry: not available to foreign buyers (including most EU citizens) -- urban residential and commercial only
- Hungarian lawyer countersignature on the purchase contract is mandatory for ALL buyers
- No restriction on number of residential properties owned
- Property ownership does NOT grant residency rights (separate visa or Guest Investor Programme route required)
