Greece has decisively emerged from the 2010-2018 debt crisis. The IMF Article IV mission (March 2026) forecasts +1.8% GDP for 2026, moderating from +2.1% in 2025, supported by NGEU-funded investment and a fiscal package including broad-based personal income tax rate cuts. The primary surplus is projected at 3.8% of GDP in 2026, with public debt declining to ~110% of GDP by 2031. The housing market is in a strong recovery phase: 2025 national prices +10% YoY with rents +7.2%; 2026 forecast +4-7%. Foreign buyers represented ~30%+ of transactions in Athens, Thessaloniki, and the Cyclades in H1 2025, with €938M of foreign capital flowing into Greek real estate in the first half alone. Tourism set a fresh record at 37M international visitors in 2025.

Foreign Ownership Rights (Outside Border Zones)

Greece places no general restrictions on foreign property ownership. EU citizens, EEA citizens, and third-country nationals (US, UK, Canada, Switzerland, etc.) can all purchase property freely across most of the country, including agricultural land, commercial property, and residential real estate. Foreign buyers represented ~30%+ of property transactions in Athens, Thessaloniki, and the Cyclades in H1 2025. Property ownership does NOT automatically grant residency rights — Greece's Golden Visa programme requires separate qualification with minimum investment thresholds.

  • No general restrictions on foreign ownership for EU citizens — equal property rights with Greek nationals
  • Non-EU citizens face NO restrictions outside designated border zones (see separate restriction)
  • No government approval or permits required for residential property outside border zones
  • No minimum investment amount for property purchase (Golden Visa is a separate residency programme with its own thresholds)
  • Agricultural land can be purchased by foreigners (outside border zones)
  • No restriction on number of properties owned
  • Property ownership does NOT grant residency — Golden Visa, FIP, Digital Nomad, or EU Blue Card required separately

Border Zone Restrictions for Non-EU Buyers

BORDER ZONE RESTRICTION: Non-EU citizens require Ministry of Defence approval to purchase property in 6 designated border prefectures and several Aegean islands proximate to non-EU borders. Affected areas include Dodecanese (Rhodes, Kos, Patmos, etc.), Lesbos, Samos, Chios, Evros, Rhodope, and additional border zones in northern and northeastern Greece. The approval process can take several months and is not always granted. EU citizens are exempt from this restriction.

  • Affects ALL non-EU citizens, including US, UK (post-Brexit), Canadian, Swiss, Australian buyers
  • EU citizens are exempt
  • Applies to 6 prefectures: Dodecanese, Lesbos, Samos, Chios, Evros, Rhodope (and certain border-proximate areas)
  • Ministry of Defence approval required — application via Greek consulate or local prefectural authority
  • Approval process can take 2-6 months; not guaranteed
  • Verify border-zone status BEFORE signing any contract or paying any deposit
  • Workarounds: purchase through a Greek SA (Anonymi Etaireia) with majority EU shareholding, or restrict search to non-border areas
