Malta has consistently outperformed the Eurozone average on GDP growth, supported by financial services, iGaming, blockchain regulation, tourism (3+ million arrivals annually), and a competitive corporate tax regime. The property market is structurally tight -- 365 km2 of land, ~550,000 residents, and steady population growth from inward migration. The IMF Country Report 25/17 highlights real-estate over-reliance as a key macro risk, but notes resilient fundamentals. Post-FATF grey-listing (2021-2022) reforms have strengthened AML supervision.

Two-Tier Ownership: SDAs vs AIP Permit (Critical Distinction)

Malta operates a TWO-TIER ownership system that is the most important rule for foreign investors to understand. Non-EU nationals can purchase freely (multiple properties, no permit, rental income allowed) ONLY in designated Special Designated Areas (SDAs). Outside SDAs, non-EU buyers require an AIP permit, can own ONE property used solely as their residence, and CANNOT rent it out. EU citizens can buy a primary residence anywhere without restriction; for a secondary property they need either 5 years of continuous Maltese residence or an AIP permit.

  • Special Designated Areas (SDAs) -- non-EU can buy freely, own multiple units, and let out: includes Portomaso, Tigne Point, Fort Cambridge, Mercury Towers, MIDI Tigne, Tas-Sellum, Madliena Village, Verdala Terraces, Fort Chambray (Gozo), Cottonera Waterfront, Pendergardens, Smart City, plus 2025 additions Scirocco Heights and Trident Park
  • Outside SDAs -- non-EU buyers need an AIP permit (Chapter 246), restricted to ONE property as sole residence, cannot rent it out, must meet minimum value (EUR 144,000 apartment / EUR 248,000 house)
  • EU citizens -- no permit for primary residence; for secondary need 5 years' residence or AIP permit
  • AIP permit fee EUR 233, processing 6-12 weeks; values are index-linked and revised annually
  • Maltese Citizenship by Investment (MEIN) was closed on 24 July 2025 -- property purchase no longer leads to citizenship
  • Malta Permanent Residence Programme (MPRP) requires EUR 375,000 minimum property purchase + EUR 37,000 contribution + EUR 60,000 admin fee + EUR 2,000 donation, with 5-year holding period; MPRP properties can now be leased to third parties
