Foreign Ownership Rights -- Two-Tier Regime
مقيّدLatvia operates a two-tier foreign ownership regime. EU/EEA/Swiss/OECD citizens have unrestricted access to all property types including agricultural and forest land. Non-EU citizens may freely purchase residential apartments, houses, and commercial property in urban areas but face restrictions on agricultural land, forest land, and properties in border, coastal-protection, and nature-reserve zones.
- EU/EEA/Swiss/OECD citizens: full property rights equivalent to Latvian citizens
- Non-EU citizens: residential apartments, houses, and commercial property unrestricted
- Non-EU citizens: PROHIBITED from acquiring agricultural and forest land as individuals (workaround: Latvian SIA company)
- Border zone restrictions: properties near state borders subject to additional scrutiny
- Coastal protection zones (Baltic Sea, Gulf of Riga): restrictions apply regardless of nationality
- Nature reserves and protected water-course zones: restricted regardless of nationality
- Russian and Belarusian nationals: residence permit and certain property pathways suspended since 2022
- Property ownership does NOT automatically grant residency -- separate Golden Visa or other permit required
