نظرة عامة على السوق

Hungary's economy contracted mildly in 2023 amid energy-driven inflation but returned to growth in 2024 (~2%) with forecasts of 2.5-3% in 2025-2026 (MNB, IMF). Inflation has cooled from a 25%+ peak in early 2023 to ~4-5% in 2025, with MNB easing its base rate from 13% to ~6.25-6.50%. Headwinds include partial EU funding freezes over rule-of-law concerns, demographic decline, and forint volatility. The property market saw mild nominal correction in 2023-2024 and is recovering in 2025, with regional cities (especially Debrecen) outperforming on FDI-driven demand.

Foreign Ownership Rights -- EU vs Non-EU Permit Requirement

مقيّد

Foreign ownership rules differ sharply between EU/EEA citizens and non-EU buyers. EU/EEA citizens have had full residential property purchase rights since 2014 -- the same as Hungarian nationals. Non-EU buyers require a permit from the county Government Office (Kormanyhivatal), granted in approximately 95% of residential cases within 60-90 days. All foreign nationals (with narrow exceptions) are restricted from purchasing Hungarian agricultural land and forestry. Properties in sensitive border or strategic zones may face additional review.

  • EU/EEA citizens: unrestricted residential purchase since 2014, same rights as Hungarian nationals
  • Non-EU buyers: require Government Office (Kormanyhivatal) permit; ~95% approval rate for residential; 60-90 day processing; ~HUF 50,000 (~EUR 130) fee
  • Agricultural land and forestry: not available to foreign buyers (including most EU citizens) -- urban residential and commercial only
  • Hungarian lawyer countersignature on the purchase contract is mandatory for ALL buyers
  • No restriction on number of residential properties owned
  • Property ownership does NOT grant residency rights (separate visa or Guest Investor Programme route required)
