Estonia is recovering from a multi-year GDP contraction in 2023-2024 driven by energy shocks, weak external demand, and the war next door. Eesti Pank forecasts GDP growth of 3.6% in 2026 (the European Commission projects 2.1%), with inflation falling from 4.9% in 2025 to 2.9% in 2026. Defence spending is rising above 5% of GDP and the 2026 fiscal deficit will be the largest non-pandemic deficit in three decades, but real wages are forecast to rise sharply, supporting domestic consumption and housing demand. The economy is small, open, and highly exposed to Nordic and European demand cycles.

Foreign Ownership Rights and Border Zone Restrictions

Estonia is one of Europe's most foreigner-friendly residential property markets. EU/EEA citizens face no restrictions whatsoever, and non-EU/EEA buyers can purchase apartments and houses across most of the country without government approval. The main exceptions are border-zone restrictions for non-EEA citizens and large agricultural or forest land plots, which require special authorisation.

  • EU/EEA citizens: unrestricted purchase of residential property anywhere in Estonia since 2004 EU accession
  • Non-EEA / non-UK citizens: PROHIBITED from acquiring land in specific Ida-Virumaa municipalities (Narva, Narva-Jõesuu, Sillamäe) and parts of Tartumaa, Põlvamaa, and Võrumaa near the Russian border under the Land Reform Act
  • Non-EEA / non-UK citizens: most small sea islands restricted (except Saaremaa, Hiiumaa, Muhu, Vormsi)
  • Agricultural and forest land over 10 hectares: requires county governor permission for non-EU/EEA buyers unless they have lived in Estonia for 6+ months or been engaged in agriculture/forestry for 1+ year
  • No minimum investment amount for residential property purchase
  • Property ownership does NOT grant residency, a visa, or e-Residency -- these are separate processes
